     Abstract Thailand has frequently suffered from flooding during the monsoon season, droughts in summer and both in some particular areas. An efficient information system for decision-making is required for practical and potent water resource management. The inadequacy of knowledge sharing between these responsible organizations and researchers, who are the experts on monitoring and controlling the water condition, restrains the knowledge owned by these experts to be captured, classified, and integrated into an information system for decision-making. Ontologies are formal knowledge representation models. Knowledge management and artificial intelligence technology is a fundamental requirement for developing ontology-based semantic search on the web. Ontology modeling approach based on the experiences of the researchers is presented. The ontology for drought management consists of River Basin Ontology, Statistic Ontology and Task Ontology in order to realize the objective of semantic match for knowledge search. The hybrid ontology architecture can be used for drought management.
