บทคัดย่อ |
Rational and background:
Thailand saw the proliferation of Civil Society Organizations; CSOs in the development works in the last three decades. The student uprising in 1973 and the political liberalization process of the 1980s and democratization of the 1990s contributed significantly in the expansion of civil society –often understood locally as Prachakhom, prachasangkhom in the country (Phongpaichit, 2000).
These organizations in Thailand have been proved valuable in boosting the grass-roots culture, they have served as the spokespersons for the people’s interests and presenters of alternative policies. As well as the CSOs have been able to apply the brakes on state-led or business-oriented development policies as well as an important agent for the ‘democratization’ (Chong & Elies, 2011; Pongsapich, 1995; Yoshihide, 2003)
Despite the fact that the civil society organizations have institutionalized themselves which has enabled them to ‘interrogate’ both the state and the market. However, maintaining the position of the ‘interrogator’ is a difficult job to perform (Mishra, Biswas, & Roy, 2005).CSOs of Thailand in the recent times have been questioned for their capabilities in ‘giving voice to the poor’ as well as institutional inefficiencies and are often charged for not being able to meet, represent and reach to the people that they should be reaching to (Elinoff, 2014; Kaldor, 2003). They have been charged of being technically incapable, lacking the accountability, transparency, opportunities for internal participation, evaluations and self-regulations, and heavily politicized in nature and these reasons have contributed to the declining credibility of CSOs amongst their constituencies and donor institutions (Burger & Owens, 2010; Pearce, 2000; Piewitt, Rodekamp, & Steffek, 2010).
The scholarship of internal organizational governance of CSOs is scant. Most of the available scholarship focuses on the internal democracy of the organization, governing board of the organization and the accounting system of the organization (Liston, 2009; Mishra et al., 2005; Moore & Stewart, 1998; Tandon, 1995).
Organizational Governance in this study is understood as the sum total of all the functions that are required to carry out for the internal functioning of the organizations as well as the external relations of the organizations (Gray, Bebbington, & Collison, 2006; Tandon, 1995).
Objective:
The objective of this study is to identify the factors influencing the internal organizational governance of the CSOs in Thailand as well as explore the nature of organizational governance as practiced by CSOs in Thailand.
Methodology:
This cross-sectional study will be conducted in the North Eastern region of Thailand which houses 115 CSO and the network of CSOs. The samples will be selected using the simple random sampling technique.
The data will be collected using a structured questionnaire. The questionnaire will be divided into three parts: 1. Internal Demographic, 2. Internal Organizational Governance and 3. External Factors. The questionnaire will be prepared based on the indicators used by the studies to measure civil society and their capacity used by United States Agency for International Development (USAID) and by Morehead to assess the internal control system of NGOs (Morehead, 2007; USAID, 2014).
The data will be analyzed using STATA software. Data will be analyzed using descriptive statistics. A regression analysis will be done to identify the factors influencing the governance of the organization. |
