     Abstract This research was aimed at designing and developing the cognitive innovation that enhances knowledge construction and memory process of learners. The target group of the two study phases included: Phase 1): five experts who evaluated conceptual framework of cognitive innovation design; and Phase 2): three experts who evaluated the cognitive innovation efficiency in 3 aspects, content, multimedia, and design of cognitive innovation that enhances knowledge construction and memory process of learners. The Developmental Research Design Type 1 was applied, involving 3 processes, namely, the design, development and evaluation. We found that the design and development of the cognitive innovation that enhances knowledge construction and memory process of learners comprised the following main components: (1) Problem Base (2) Data Bank (3) Scaffolding (4) Center for Collaborative Learning (5) Center for Enhancing Memory Process. Experts proved that the cognitive innovation had content, multimedia, and design qualities that enhance knowledge construction and memory process of learners.
