Abstract Even decades ago, Thailand has centered on the process of de-agrarianization like other Southeast Asia countries. However, the agriculture section is still crucial because over half of the population is living in rural areas and most of them spend their lives based on the agriculture. Moreover, the agriculture has more effects on the contemporary issues including food and energy security, environmental conservation and poverty alleviation. Therefore, the government has implemented policies of the agriculture development continuously. This article is to analyze the government policies implementation in the agroindustry extension, which is the cooperation between government agencies and a private company in a Northeastern province of Thailand. Ferguson (1994) theory on the de-politicization of development was adopted in this article. The theory suggests that the development projects for poverty alleviation in developing countries is dominated by development discourse which constructing knowledge and truth as navigation device of the projects. The discourse has diverted the development to the technical subject solely and diminished considerably the power relation between parties, the root cause of social problems. The article drew on the qualitative research during 2014-2016. The observation of government agencies and the private company working on the agroindustry extension was performed. The data was collected from villages nearby the factory by observation, in-depth interview and structured questionnaire on farmers’ households. The article analyses the development discourse and agricultural extension in national level and the agricultural extension toward agroindustry in village level. It indicated that even the agricultural extension improves the productive performance of farmers. Yet, the extension has created the pattern and the structure of power which maintain the superior status of the state and capitalists over the farmers’ life increasingly. This paper argues that the de-politicization of development is function of the “anti-politic machine” of all problems. Therefore, the development problem lies in the government’s concept and developmental methods hiding the true cause of social problem. It is noted as long as the development is still moving towards this way, it strongly emphasize the socioeconomic and power disparities. The capitalists gain more benefits while the farmers still are exploited and disadvantage.
