     Abstract ABSTRACT This paper reviews on core conceptual issue of prevention in the local administration organization of Thailand. The objective aims to understand social force effective formal and informal audit against corruption prevention. We employed qualitative documentary research. The date were collected approximately 30 cases under the Office of Public Sector Anti-Corruption Commissions (PACC) in the year 2011-2015. The question survey method of 5Ws on core corruption (1) public budget (2) position misused. The framework finding that there are two type especially could provide at least seven characteristics on corruption in local organization administration. Commonly attributed as (1) avoided legal (2) defame (3) position exemption (4) embezzlement (5) misacting in position (6) common interest (7) righteousness-based. We discussed on core conceptual issue in three parts (1) role of PACC (2) meeting and seminar (3) population information network.
