     Abstract The research was aimed to develop and validate the assessment tool to assess mathematical proficiency in Number and Algebra strand. A total of 125 seventh-grade students from schools under the administration of Secondary Education Service Area 25, Khon Kaen province, Thailand with diverse learning abilities were selected as samples. Researchers employed design-based research consisting of four building blocks to construct a prototype utilizing a construct modeling approach. Firstly, researchers developed the construct maps to identify the seventh-grade students’ mathematical ability level in Number and Algebra strand. This is followed by creating the items of assessment tool according to students’ mathematical ability levels. Next, researchers assigned scoring criteria and created the transition of students’ mathematical proficiency levels. Finally, researchers validated the quality of the assessment tool through Wright map using the Multidimensional Random Coefficient Multinomial Logit Model. The construct maps of mathematical ability level consist of two dimensions, namely mathematical procedures, and structure of learning outcome. Results revealed that there are 20 items in the developed assessment tool and its quality passed the determined Education and Psychological assessment criteria. It can be concluded that each item is qualified to assess the students’ multidimensional mathematical proficiencies.
