Abstract |
Poverty has been one of the world's most serious social problems which affects the quality of human life and sustainable development. Poverty alleviation has always been the most important content of rural governance
in China; the government takes it as the primary task. The effective, scientific, and systematic poverty alleviation
policies (methods) are essential for poverty alleviation. Currently, the targeted poverty alleviation policy(TPAP)
is the major policy in China. Therefore, this article starts with the implementation of the six dimensions of the
TPAP, to study the problems of the implementation of TPAP in G village. The study adopted a qualitative
approach for data collection and analysis through descriptive analysis. An interview guide was used as research
tool for in- depth interviews and focus group discussion where the sample was six village officers and forty
households in G village. The result shows that there may be some deviations in the implementation of TPAP
by the grassroots government. The main reason may be that the grassroots government evaluate the real
situation of the village, based on the grassroots government’s own interests and political demands, Hence, due
to poor implementation of the poverty alleviation policy, the policy has not been effective and have not yet eliminate the actual problems. |
