     Abstract The purpose of this research to design and develop a participatory supervision model aims to enhancing competency. The design used in this study was a research develop-ment (Model research, Richey and Klien, 2007) Phase1- model development which that document review research and survey research were used to collect qualitative data. This participatory supervision model to enhance competency, include four elements: 1) raising awareness and appreciation 2) creating influences that affect success 3) create di-rect experience in design 4) apply to practical. The design and development was to en-hance competency as well as teacher professional development framework and educa-tional supervision. It is fundamentally important to help design goals. That can help en-courage the creation of knowledge and professional development of teachers. This study is based on the principle a collaborative process between supervisors and super-visors to improve the teacher's teaching and learning highest goals is the development of thinking and quality in the class based on Smith's framework (2004)
