| บทคัดย่อ |
Working capacity and performance development of councilors still play an important role in
improving and increasing the councilor's responsibility and promoting the quality and efficiency of
public service delivery. In terms of the working capacity and performance of commune councils
today, how to develop their ability and skill to carry out their tasks through capacity development
methods, has become the focus of research and exploration researchers. The study aims 1) to
analyze the working capacity and performance of the commune councils in response to their roles
and functions, 2) to identify limitations related to working capacity and performance, and 3) to
provide the recommendation guideline for developing the capability and improving the working
performance of commune councils. The research was using qualitative methods through in-depth
interviews, field notices, and observation with a total of 42 valid samples was interviews. The
finding revealed that (1) education background, understanding of the roles and functions, capacity
development’s opportunity, strategic framework, management and leadership, characteristics and
perception are related to the working capacity of the commune councils. Moreover, the
consultation on public services, setting service standards, increasing access to public services,
ensuring courtesy, providing information, openness and transparency, redress, and value for
money in public services are related to the working performance of the commune councils. (2)
The analyzed mentioned (1) above are relevant factors to influence the working capacity and
performance development of the commune councils and (3) provide the influence
recommendation to achieve the working capacity and performance development of the commune
councils at the Trapeang Prei Commune Administration. |
