| Abstract |
This article aims to study levels of the attitudes of civil services at city administrative offices in Lao PDR towards the administration according to the good governance principles and to propose a guideline for developing the administration under the good governance principles. The quantitative research methodology was used through a purposive sampling technique for selecting 73 civil service officers who have worked at the city administrative offices in three cities. Data were analyzed using descriptive statistics including mean and standard deviation about the city administration based on the good governance principles. The findings indicated the overview of all seven principles of the attitudes towards the administration based on the good governance principles at a moderate level. When compared to each other, some attitudes in three aspects were found at a low level including 1) modernity and efficiency principle, 2) public participation principle, and 3) responsibility principle. Guidelines for administration development based on the good governance principles for city administrative offices in Lao PDR indicated the initiation at the policy level that should be started by defining administration patterns of the city to be different from the district. The administration at the operational level of the city is required to increase more potential, responsibility, role, and decision-making power in budget management rather than the district. |
