     Abstract This study was planned to create a sound digital tool to diagnose lower secondary science teachers’ sciences competencies in three aspects, namely knowledge, expressive, and ability skills in competence- based learning management through a digital learning platform. There were two groups of participants, namely 12 informants and 894 examinees involved in this study using purposive sampling technique and stratified random sampling technique respectively. The 12 informants participated in semi-structured interviews using a critical incident technique to review and conclude the related science competencies literature review. On the other hand, the 894 lower secondary basic sciences teachers were chosen from 72 schools located in four regions, namely the western, eastern, northeastern, and central regions of Thailand. These 894 science teachers participated as examinees to verify the science competency levels based on their assessment results. Even though the researchers employed a design-based approach that comprises four stages, namely, (i) to develop the construct maps for diagnosing science competency level; (ii) to design items for the digital tool following the construct maps; (iii) to provide outcome space, and (iv) to examine the quality of the digital tool using Wright map but this paper would report the first stage of the study only. Data were analyzed using the content analysis, Multidimensional Random Coefficient Logit Model, and the Maximum Likelihood Estimation method. The findings from the semi-structured interviews with 12 informants revealed that the most effective tool that can be used in assessing science teachers’ competency levels is a digital assessment tool. On the other hand, the findings from the 894 science teachers’ examination results indicated that the teachers’ sciences competencies can be categorized into four levels unsatisfactory, basic, proficient, and distinguished levels for the three aspects. According to the examination results, researchers continued to create three construct maps and their scoring guide. In conclusion, the researchers have successfully created the construct maps of each aspect of sciences competencies, namely knowledge, expressive, and ability skills to fit the actual context by adopting a scoring guide by referring to the concepts of the technological pedagogical and content knowledge (TPACK) framework.
