     Abstract This study aims to synthesize the conceptual framework for designing and developing the Open Virtual Classroom Learning Environments to promote motivation and learning engagement. The study involves 6 steps, which are as follows: 1) The study collects document research data to review the literature related 2) Synthesizing the educational theoretical framework 3) Studying the context of learners, schools, and learner characteristics 4) Assessment expert group meeting 5) Synthesis of design theoretical framework 6) Expert evaluation on the results of data collection for the concept. The data is collected from 9 experts, divided into 3 aspects: content and teaching experts, educational technology design experts, and assessment experts. Additionally, there are 2 groups of students: control group and experimental group, with each group consisting of 39 students. Results of the design and development of an Open Virtual Classroom Learning Environment can be summed up the basis in all 3 aspects namely: Learning theory base, Pedagogical base, and Technological base from the study of theoretical principles in the research mentioned above, the researcher has synthesized a theoretical framework interweaved with virtual technology to simulate the classroom environment in the networked classroom’s form. The Open Virtual Classroom Learning Environment comprises 4 crucial elements: 1) Enabling context 2) Resources 3) Tools 4) Scaffolding. The results of the experts' assessment found that the level of quality of the developed open virtual classroom learning environment has a mean score of all aspects equal to 4, a good level.
