Abstract.
Over the years, rural communities have had to move further and further from their settlements
in order to gather timber, which has also made transportation costs much more expensive. As a
consequence, Bhutan has developed a long tradition of CF. The tradition was initiated by His Majesty
the King in 1979 with a decree that the land should have forest cover of at least 60% at any time in the
future. Over the last few decades, the CF program was developed into what it has become today. The
current CF program started to take off in 2000. Its main goals are the establishment of a decentralized
qualified forestry extension service, protection of aquifers and biodiversity, and income generation
through the sale of excess forest products from community forests. All goals are based on the
sustainability principle and that communities have the management rights and the responsibilities
towards the surrounding forests.
Thus, Tsirangtoed Community Forest Management Group was formed in Tsirangtoed Village,
Tsirang Districts in Bhutan in 2005 to manage forest resources by the local people and this study to find
out how the management of community forest resources by local people has helped by being an
alternative source of income to reduce the poverty in the local community. To conduct this research, I
have used Qualitative approach of In-depth interview and group discussion both with key informants
and memebrs of the CF group. Further in-depth interview was conducted with nine households, three
each from rich, medium and poor households to understand their participation in management of
community forestry.
Therefore, the result shows that members derive Social, Economic and Environmental benefits
as well as the equal participation irrespective of their social status in the community. The study also
shows their long term vision for sustainable management of CFs is to build a strong institutional,
political, and social path for a future that makes a significant contribution to rural livelihoods, poverty
reduction, and improved forest condition and is resilient to climate change.
Lastly, the study did not find major problems but recommended to upgrade in marketing
process and initiate in the activity of creating employment opportunities |
