Abstract |
This research was aimed to explain the relationship between the institutional components of organisations - formal rules and informal rules - and their consequent effects on the organic jasmine-rice production extension projects implemented in ThungKularonghai rice field, Northeast Thailand by three District Agriculture Offices. Qualitative approach was utilised with the officials and rice farmers in the districts concerned, as the key informants. It was found that there were decoupled relations between the formal rules as the external centralised projects and the offices’ prevailing formal rules and informal rules as values and attitudes of field extensionists towards these coercive projects. Consequently, the effect was that field staffs neglected the performance of routine advisory services for organic jasmine-rice production. Taken-for-granted conduct then occurred. As other field activities have still occasionally been practiced by them, they seem likely to be just symbolic of the formalised performances for achieving public legitimacy. |
