Abstract |
This paper presents the situation and condition in brief from a comprehensive study on the
impact of the patronage system on the sugarcane harvest system among the farmers involved in
sugar factories’ quota system in Ban Nong No, Moo 1, Kranuan district, Khon Kaen province. It
employed the qualitative method and applied the ‘patron-client relationship’ conceptual
framework focusing on power relations among quota-granted leaders, contract farmers and
sugarcane harvesting workers. The study found that prior relations among these groups were
‘vertical’ and they were trapped in unequal-socioeconomic benefit exchanges that later became
‘horizontal’. Currently, the relationship among groups of similar socioeconomic status is that of
equal and mutual assistance, resulting from socioeconomic changes in the community from rural
to semi-rural-urban. Nong No agribusiness is heavily involved in industrialized farming with
massive demands on farm outputs leading to a tense and highly competitive environment. Trends
based on economic rather than personal exchange under labor shortage conditions improved
negotiating power including the sugarcane workers’ groups and strong networking which
increased their power and upgraded relationships in the same tier for mutual support. The
relationship has become one of better power negotiations and adjusting relationships in the
sugarcane quota system. |
