     Abstract Ill-problem solving skill is importance for Industrial Student. There for, this study aimed to Development of the Simulation to Enhance Problem Solving for Industrial Student. Document analysis and survey research were employed in this study. The procedures were as follows: (1) to examine and analyze the principles, theories and related researches, (2) synthesize the Theoretical framework (3) synthesize the Designing framework (4) Design the simulation, (5) Construct the simulation. The results revealed that: 1) The theoretical Framework comprised of 6 bases were as follows: (1) Learning theory base, (2) pedagogical base, (3) Media theory base, (4) Technological base, and (5) Context of instructional base 2) The designing framework consisted of 2 stages and 2 elements, were as follows: (1) Activate cognitive structure and support for adjusting cognitive structure. The Simulation to Enhance Problem Solving for Industrial Student included control part and amplifier part of 30 watts (OCL) with 17 measurement points and 16 points for damage parts.
