     Abstract The purpose of this research was to synthesize theoretical framework and designing framework of Constructivist Simulation Learning Environment Model to Enhance Decision-Making for the Industrial Electrical Technology Students. Research design was Model research (Richey and Klein, 2007) This study was a part of research in Phase I (Model development). Research design was document analysis. The procedures were as follows: 1. Examining and analyzing principles, theories, selected research 2. Synthesizing the theoretical framework and the designing framework of Constructivist Simulation Learning Environment Model to Enhance Decision-Making for the Industrial Electrical Technology Students . The results revealed that: 1) The theoretical framework consists of 5 foundations: (1) Context base, (2) Psychological base (3) Pedagogical base, (4) Multimedia and Simulation and (5) Neuroscience base 2) The designing framework of Simulation Learning Environment Model to Enhancing Decision-Making. Consisted of 4 Processes 1) Encourage the creation of cognitive structures that promote decision-making 2) Support for cognitive equilibrium 3) Enlarging of cognitive structure and decision-making 4) Enhancing and supporting for knowledge creation and decision-making. This Constructivist Simulation Learning Environment Model comprised of 8 components as following: (1) Problem Base 2) Resources 3) Cognitive Tools 4) Decision-Making room 5) Collaboration room 6) Coaching room 7) Related Case and 8) Scaffolding
