     Abstract Nowadays, the technology is rapidly changing which impact our present life and the near future. The complex problems will be found everywhere, especially in the field of engineering. Consequently, the problem solving skill is one of the most important skills for engineer in the 21st century. Therefore, educators need to prepare students for the future. Thus, the purposes of this research were develop and assess simulation learning environment model to enhance ill-structured problem solving for engineering students. The target group of this study consisted of 3 experts for evaluating the quality of model. The research instruments for data collection consisted of simulation learning environment model and model assessment form. The survey research was employed to this study. Then, the data were analyzed by using analytic description, interpretation and summarization. The results of study revealed that the simulation learning environment model consisted of theoretical and designing framework. Furthermore, there were 7 elements in this model as follows 1) Simulation problem base, 2) Resource 3) Cognitive tools, 4) Scaffolding, 5) Enhancing problem solving, 6) Collaboration, and 7) Coaching. The result of the model assessment revealed that the elements and function of the model were in accordance with the principles and theories which may help engineering students to construct the knowledge and enhance ill-structured problem solving skill.
