     Abstract Creative thinking can promote creativity and innovation skills to a learner which important in this 21st century for unlimited innovation. From the study results of the context of the learners, it can be found that the current classroom management style. Are not consistent with the students seeking and building knowledge Lack of support for the use of technology as a tool for construct knowledge and promoting creativity. The purpose of this research was to synthesis of theoretical framework for the development of constructivist learning environment model combined with flipped classroom to enhance creative thinking. Research designs were document analysis and survey. This study was based on developmental research in phase 1 was model development. The target groups were the 3 experts reviewed. The results revealed that: synthesis of theoretical framework for the development of constructivist learning environment model, there were the theoretical framework consisted of 6 foundation bases as the following; 1) Psychological base, 2) Pedagogies base, 3) Creative Thinking base, 4) Media Theory and Technology base, 5) Neuroscience base, and 6) Context of school base. The designing framework consisted of 2 crucial bases as the following; 1) Learning out of class: Knowledge acquisition, Knowledge sharing 2) Learning in class: Knowledge transfer, Knowledge construction, Knowledge reflection.
