| บทคัดย่อ |
บทควำมวิจัยนี้มีวัตถุประสงค์1) เพื ่อศึกษำบทบำทภำคธุรกิจเอกชนของเมืองแม ่สอดต ่อกำร
พัฒนำเขตเศรษฐกิจชำยแดนแม่สอด 2) เพื่อประเมินขีดควำมสำมำรถพลังภำคธุรกิจเอกชนต่อนโยบำยกำร
จัดกำรเมืองเขตเศรษฐกิจพิเศษชำยแดนแม่สอด 3) เพื่อศึกษำข้อเสนอผู้มีส่วนได้ส่วนเสียต่อบทบำทภำคธุรกิจ
เอกชนในกำรจัดกำรเมืองในเขตเศรษฐกิจพิเศษชำยแดนแม่สอด วิธีกำรด ำเนินกำรวิจัยเป็นแบบผสมผสำน
วิธีระหว่ำงวิจัยเชิงคุณภำพด้วยกำรสัมภำษณ์เชิงลึกและกำรสนทนำกลุ่ม โดยใช้กำรวิเครำะห์เชิงเนื้อหำ กับ
วิจัยเชิงปริมำณ ด้วยกำรใช้เค รื่องมือเป็นแบบสอบถำม และวิเครำะห์ข้อมูลแบบอ้ำงอิง ผลกำรวิจัย
พบว่ำ 1) ภำคธุรกิจเอกชนมีบทบำทต่อกำรเติบโตของเมืองจำกกำรเป็นเมืองชุมทำงกำรค้ำทำงบกของแม่สอด
ท ำให้เมืองเกิดกำรสะสมทุนและภำคธุรกิจเหล่ำนี้กลำยมำเป็นผู้มีบทบำทส ำคัญของเมือง ทั้งในบทบำท
นักกำรเมืองและนักธุรกิจตั้งแต่ระดับท้องถิ่นจนไปถึงระดับประเทศ และผลักดันให้เกิดกำรพัฒนำเขตเศรษฐกิจ
พิเศษขึ้นในพื้นที่ซึ่งท ำให้เมืองเติบโตอย่ำงรวดเร็ว 2) ภำคธุรกิจมีขีดควำมสำมำรถในกำรก ำหนดวิสัยทัศน์
ทิศทำง และนโยบำยกำรพัฒนำเมืองในระดับมำกแต่กลับพบว่ำขีดควำมสำมำรถในกำรเข้ำมำเชื่อมโยงนโยบำย
และทิศทำงกำรพัฒนำเมืองไปสู่ประชำชนทั่วไปและกลุ่มเปรำะบำงของเมืองยังมีน้อย 3) ผู้มีส่วนได้ส่วนเสีย
ของเมืองจึงเสนอให้ภำคธุรกิจเอกชนเข้ำมำมีบทบำทเชื่อมโยงนโยบำยและทิศทำงกำรพัฒนำเมืองเพื่อ
ประชำชนทั่วไปและกลุ่มเปรำะบำงของเมืองได้รับประโยชน์จำกกำรพัฒนำ และให้ภำคธุรกิจร่วมกับรัฐบำล
ท้องถิ่นลงทุนเพื่อผลิตสินค้ำรัฐบำลและจัดหำบริกำรและสำธำรณูปโภคที่ค ำนึงถึงผลกระทบสิ่งแวดล้อม และ
ตอบสนองควำมต้องกำรกลุ่มคนเปรำะบำงของเมือง
The objectives of this paper are: 1) to study the role of private sector of Mae Sot City
to the development of the Mae Sot’s border SEZ; 2) to evaluate the capability of private
sector on urban governance of the Mae Sot’s border SEZ; and 3to investigate the perspective of local stakeholders on the role of private sector on effective urban governance of the Mae
Sot’s border SEZ. Mixed methods were used to collect data, including in-depth interviews and
focus group discussions for qualitative research;and a questionnaire for quantitative research.
The data were analyzed by using content analysis, descriptive analysis, t-test and chi-squared
test. This paper found that. 1) The city’s accumulation has been occurred continuously from
the location of an important inland port of the state. From the accumulation, the private
sector has become a key actor of the city on both the political and economic aspects from
local to country level. They play an important role to advocate the Mae Sot’s SEZ
establishment, and thenthe SEZ is the major driver of change of the recent rapid urban growth
of the city.2)The private sector has a high capability roleonthe city planning, policy advocacy
as well as urban development. However, the city’s private sector has a low capability toeffort
inclusive benefit to the residents, particularly vulnerable groups. 3) The perspective of local
stakeholders on the role of private sector for the effectiveness of urban governance of the
Mae Sot city includes: 1) planning the city development policy linked to the residents and
vulnerable groups’ benefit and; 2) co-invest with the local government to manufacture
products and infrastructures for vulnerable groups of the city. |
