     Abstract Abstract This study aimed to examine the current and desirable conditions of vocational education image development in the new normal using needs assessments. A total of 201 respondents out of 603 who are school leaders, teachers, and entrepreneurial representatives in the 420 vocational schools under the administration of the Office of Vocational Education Commission nationwide in Thailand for the academic year 2021 were involved in the survey research design using a multi-stage sampling technique. These 201 respondents responded to a five- rating scale questionnaire. Besides, the researchers also employed documentary reviews as a research strategy for understanding and analyzing empirical realities through the review of 12 previous studies and public documents, collation, comparison, and understanding of different types of documentary sources referring to forms of vocational education image in new normal, through a systematic and organized approach. Data were analyzed using descriptive statistics such as mean scores, percentage, and priority needs index modified and also inferential statistic that was paired t-test. The study findings from documentary reviews revealed that only five out of a total of 11 attributes for vocational education image development in the new normal have succeeded in more than 50 percent of occurrences in the 12 reviewed documents. These five attributes were identified as great management, creation of a new career course in the new normal, international career learners’ performance, associative network, and innovation and social responsibility. The quantitative findings from needs assessments indicated that the overall current condition of vocational education image development in new normal was found at a high level (X̅ = 3.32) while the desirable condition was at the highest level ((X̅ = 4.84), respectively, for vocational education image development in the new normal. Finally, the needs assessment findings demonstrated that the highest priority was the international career learners’ performance attribute (PNImodified= 0.51), followed by the creation of a new career course in the new normal attribute (PNImodified= 0.49), innovation and social responsibility attribute (PNImodified= 0.45) and great management attribute (PNImodified= 0.43). The lowest priority index of needs was the associate network (PNImodified= 0.42). In conclusion, the findings contribute significantly to knowledge concerning needs assessments which would be the reference for educational leaders, teachers, and entrepreneurs to understand how to promote vocational education image development.
