การศึกษาครั้งนี้ เป็นการศึกษาเชิงพรรณนาแบบภาคตัดขวาง มีวัตถุประสงค์เพื่อศึกษาบรรยากาศองค์การและปัจจัยทางการบริหารที่มีผลต่อการปฏิบัติงานคุ้มครองผู้บริโภคด้านสาธารณสุขของเจ้าหน้าที่สาธารณสุข ในโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดเพชรบูรณ์ ประชากรที่ศึกษา คือ เจ้าหน้าที่สาธารณสุขที่รับผิดชอบงานคุ้มครองผู้บริโภค ที่ปฏิบัติงานในโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดเพชรบูรณ์ จำนวน 153 คน ขนาดตัวอย่างที่คำนวณได้คือ 118 คน และสัมภาษณ์แบบเจาะลึก จำนวน 12 คน เครื่องมือที่ใช้คือ แบบสอบถามและการสัมภาษณ์แบบเจาะลึก เก็บรวบรวมข้อมูลระหว่างวันที่ 30 มีนาคม 2560 ถึง วันที่ 30 เมษายน 2560 วิเคราะห์ข้อมูลโดยสถิติที่ใช้ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่ามัธยฐาน ค่าต่ำสุด ค่าสูงสุด ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์ถดถอยพหุแบบขั้นตอน กำหนดระดับนัยสำคัญทางสถิติที่ 0.05
ผลการศึกษา พบว่า ภาพรวมของบรรยากาศองค์การ และปัจจัยทางการบริหาร มีความสัมพันธ์ระดับปานกลาง กับการปฏิบัติงานคุ้มครองผู้บริโภค อย่างมีนัยสำคัญทางสถิติ (r=0.620, p-value<0.001) และ (r=0.672,
p-value<0.001) ตามลำดับ ตัวแปร ปัจจัยทางการบริหารด้านการบริหารจัดการ บรรยากาศองค์การมิติรางวัล ปัจจัยทางการบริหารด้านบุคลากร ด้านเทคโนโลยี และด้านวัสดุอุปกรณ์ ตัวแปรทั้ง 5 ตัว สามารถร่วมกันพยากรณ์การปฏิบัติงานคุ้มครองผู้บริโภคด้านสาธารณสุขของเจ้าหน้าที่สาธารณสุข ในโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดเพชรบูรณ์ ได้ร้อยละ 62.4

Abstract
This cross sectional descriptive research aimed to study organizational climate and administrative factor affecting the performance of public health officer in consumer protection at sub-district health promoting hospitals in Phetchabun province. The calculated sample size 118 from the 153 population. This study was collecting both quantitative and qualitative data. In-depth interviews guideline was used to collect the data from 12 key informants who can provide extensive information on the topics. Data collected between March 30th, 2017 - April 30th 2017. The data was analyzed by descriptive statistics including percentage, mean, standard deviation, median, minimum, maximum, and inferential statistics of Pearson product moment correlation and Stepwise multiple linear regressions.(α=0.05).
The results showed that the organizational climate and administrative factor were significantly correlated to the performance of public health officer in consumer protection at 0.05 level (r=0.620,p-value<0.001) , (r=0.672, p-value<0.001) , respectively. The variables that could predict the performance of public health officer in consumer protection at the significantly level 0.05 were the administrative factor of management, organizational climate of dimension reward, administrative factor of man, technology and material. These 5 factors could jointly predict the performance of public health officer in consumer protection at 62.4 %.
