     Abstract Using Cloud Technology the popularity has increased widely. Cloud tools can be used as a means of communicating between the learner and the instructor and learners with learners. Learners can learn without restrictions on time and place. This is a learning management model that responds to collaborative learning. This research aims to design and development learning environment of cloud computing to enhance collaborative Learning for computer projects of high school students. Participants were a lecturer of Innovation and information technology for learning, an expert in Innovation and information technology for learning to check the validity of the content, an expert in Collaborative learning to check the quality of environment design, an expert in Media network to check the quality of environment, an expert in assessment to check quality on material, and 30 students who were studying in class Information Technology and Communication Subjects, Nongsonghongwittaya School, Khonkaen. Data collection was from document and survey which were analyzed in quantitative and qualitative analysis. The findings revealed that the synthesis of conceptual design and environmental learning network development according to Constructivist to promote cloud based collaborative learning consist of 4 bases; 1) base of Psychologies base and Learning theory, 2) base of Technology, 3) base of Pedagogies, and 4) base of Contextual. The Designing framework consists of 4 bases: 1) Cognitive restructuring and collaborative learning, 2) Support Cognitive structuring and problem-solving collaboration, 3) Promote collaborative learning, and 4) Facilitate and enhance intellectual balance.
