     Abstract The purposes of this research were to design and develop the designing framework of the constructivist web-based learning environment model to enhance creative problem solving for vocational diploma students: integrated with neuroscience. The developmental research phase 1 was employed in this study. Document analysis and survey methodology were used in this study according the procedures as follows: 1) to examine the principles and theories 2) to explore the instructional context 3) to synthesize theoretical framework of the constructivist web- based learning environment model to enhance creative problem solving which consisted of 5 basic theories as (1) learning theories: cognitivism and constructivism (2) pedagogical theory (3) media and technology theory (4) contextual theory and (5) brainwave measurement. And 4) The results showed that the 7 components were used to design the constructivist web -based learning environment were: Problem-base, Resources Center, Cognitive Tools, Collaborative Center, CPS Center, Scaffolding Center, and Coaching Center
