     Abstract The purposes of this research were to construct and verify the quality of an Ethical Reasoning Scale in Accordance to the Teacher’s Professional Ethics for Teacher Trainee Students in Teacher Training Colleges in the Central Region of Laos. The Scale was based on situational based test and consisted of 48 items in order to reveal four dimensions according to four factors: Integrity, Professionalism, Empathy, and Positive Development. The samples were the Fourth Year Teacher Trainee Students in the Teacher Training Colleges in the Central Region of Laos, with a total sample of 679 under Two – Stage Random Sampling. Construct Validity was validated by Confirmatory Factor Analysis and Known Group Technique, and Reliability was analyzed by using Conbach Alpha Coefficient. The results were found as follow; 1. The Items were constructed with a total number of 80. After verifying the Content Validity Index (CVI) and conducting to 100 samples for verifying the discrimination index by using t-test, the items remained of 48 items with the discrimination index (t-index) ranged from 2.06 to 12.90 respectively with the reliability index of 0.827 2. The Ethical Reasoning Scale was verified the quality for construct validity by applying the Confirmatory Factor Analysis. The findings shown that the empirical data passed the criteria by Chi-Square = 10.310, degree of freedom = 82, P-Value = 0.0729, RMSEA= 0.021, SRMR = 0.019, CFI = 0.996, and TLI = 0.994, the Reliability for the Scale was 0.945. And the Known Group Technique illustrated that a known group could get the higher average scores than a general group analyzed by Independent Sample t-test with the statistical significance at 0.01 and 0.05.
