     Abstract The content analysis of this research is to study the key factors and indicators of Personal Knowledge Management to Enhance the Effectiveness of Teacher Learning Management in Lao PDR. Developed by the researcher using a three-steps triangulation methods of 1) study relevant literatures and theories and content analysis by the researcher 2) in-depth interview by 5 academic experts recognized in the field of Personal Knowledge Management to Enhance the Effectiveness of Teacher Learning Management. 3) confirmed and assessed by 5 experts. The Research tool was a 5-rating scale questionnaire and interview form to examine the factors. The findings showed that 1) there are 5 key factors of Personal Knowledge Management including (1) Retrieving, (2) Organizing, (3) Collaborating, (4) Implement & Analyzing, and (5) Competence and distribution. 2) There are 5 key factors of Effectiveness of Teacher Learning Management: there are (1) Curriculum management, (2) Specific learning content management, (3) Professional teacher, (4) Learning Innovation, and (5) Learning assessment. The implication of this research is that personal knowledge management is necessary to enhance the effectiveness of teachers learning management. It can be traced from the key factors of personal knowledge management that cover the effectiveness of teacher learning management.
